「生活経済政策」2026年5月号に、連載「福祉国家で暮らしてみて——研究者・親・外国人としてのデンマーク生活」の第2回「住民になる」が掲載されました。

今回は、デンマークで長期滞在者として生活を始めるために必要となる手続きについて書きました。滞在許可の申請（SIRI手続き：Danish Agency for International Recruitment and Integration）、CPR番号の取得、MitIDの登録、International House Copenhagenでの手続きなど、外国人としてデンマーク社会の「住民」になっていく過程を紹介しています。

あわせて、住民になるために必要な手数料の高さにも触れています。福祉国家では、住民になった後には普遍主義的なサービスへのアクセスが開かれる一方で、その入口では一定の負担が求められます。新しい共同体の一員になるコストを、単なる受益者負担として考えてよいのか。日本との比較の視点から考えました。

English Summary

The second installment of my serial essay, “Living in a Welfare State: Life in Denmark as a Researcher, Parent, and Foreigner,” has been published in the May 2026 issue of Seikatsu Keizai Seisaku.

In this article, I describe the process of becoming a “resident” in Denmark as a long-term foreign resident, including the residence permit application through SIRI, obtaining a CPR number, registering for MitID, and completing procedures at International House Copenhagen.

I also discuss the high administrative fees required to become a resident. While Denmark provides broad access to universal welfare services after one becomes a resident, the entry process itself involves a considerable financial burden. From a comparative perspective with Japan, the article considers whether the cost of becoming a member of a new community can be understood simply as a matter of beneficiary-pays principle.
